The Municipality of Lal-lo was lucky to be one among the thirty- three (33) pilot municipalities and cities of the Philippines to implement the Early Child Development Program (ECDP) of the Early Childhood Care & Development Council (ECCDC).
As part of the memorandum of undertaking between the Local Government Unit of Lal-lo (LGU Lal-lo) and the ECCDC, the LGU shall provide a lot where the Early Child Development Center (ECDC) shall be established while the ECCDC shall finance the construction of the center including many other things that are needed in the operations of the center.
Preparatory to the operation of the center, series of dialogue were conducted between and among stakeholders – the Local Chief Executive, District Supervisor where the center is being based, the MSWD Office, Child Development Teacher (CDT) and Assistant Child Development Teacher (ACDT). All of these activities were sponsored by ECCDC. Series of trainings and seminars were also undertaken by the council for all CDT and ACDT to in-skill them in the operation and daily sessions with the identified children beneficiaries ages 3 to 4.11 years old.
To commence the operation of the center, a program was conceptualized dubbed as Kamp Bulilit: “A Mother and Child Camp” held at Lal-lo Central District, Bagumbayan Lal-lo Cagayan on February 5, 2014.

- Ms. Cristel Colmenar – Child Development Teacher
- Mrs. Elvie T. Alawig – Assistant Child Development Teacher
Day Care Workers & other visitors
Vice Mayor Pascual in his speech expressed his sincerest thanks and appreciation to the ECCDC for selecting Lal-lo as the pilot municipality to this child-friendly program. He also acknowledged the unending support of the Lal-lo Central District Supervisor, Dr. Roberta Antolin as well as the parents who are very much eager to embrace the program for their children.
Select Day Care Children of the Day Care Centers of Lal-lo entertained us with poems and songs after which the opening program ended. Following activity was the cutting of ribbon by Vice Mayor & ECCDC staff then immediately followed was the Camp Bulilit proper with the following activities.
- Story telling
- Music & Dance
- Nature Lore/Treasure Hunting
- Games & Play
- Water Play
The twenty –five (25) children were assisted by their parents and two (2) assigned Day Care Workers. They were given thirty (30) minutes to finish each activity before going to the other activities.
Guest during the closing program in the afternoon was Board Member Maria Olivia B. Pascual, who came all the way from Tuguegarao City after the regular session of the Sangguniang Panlalawigan.
In her speech, she also expressed her thanks and appreciation to ECCDC for selecting Lal-lo the priority-piloted municipality for this special program for children. She stressed out that even if she is already a Board Member, she still finds time to attend programs such this. She recalls that when she was the mayor, education was one of the priority programs of her administration. She encouraged all Day Care Workers to keep on the “fashion” to serve for the welfare of these little children. In closing she said, “You are one among those considered as heroes”.
