The DILG Cagayan Cluster officers namely, Atty. Roxanne Mia Adduru-Aman, Mr. Christopher Domingo and Engr. Loida Urmatam provided assistance to facilitate generation of ideas.
Present in the event were Vice Mayor Florence Oliver B. Pascual and all members of the Sangguniang Bayan, teachers, Civil Society Organizations (CSOs), and several heads of national government agencies like BJMP, PNP and BFP.

The undertaking not only acquainted the newly-elected officials of the path they are to take but it also paved the way for the participants to develop a harmonious relationship among them.
Unlike the previous years, the 2013 Executive-Legislative Agenda (ELA) Formulation was not held outside the municipality, neither was it held in a hotel nor in a fancy restaurant. It was rather held at the Lal-lo Multi-Purpose Hall on November 13-15, 2013.
