The Department of Interior and Local Government (DILG) conferred Lal-lo the Bronze Seal of Good Housekeeping (SGH), which acknowledges the municipality's excellent governance in terms of good planning, sound fiscal management, transparency and accountability, and valuing of performance monitoring.
As reported by the interior department, LGU Lal-lo has complied with the posting of financial transactions in three conspicuous places of the municipality, which helps the people know where funds are allocated and spent.
The SGH is in line with the DILG's commitment to aggressively scale up interventions aimed at intensifying the practice of good governance that values desirable development outcomes into institutionalized status.
Aiming to recognize local governments that subscribe to the principles of transparency and good governance, the housekeeping seal is likewise based on criteria set by the Commission on Audit following full disclosure on financial transactions vis-a-vis a locality's strategy to uplift the economy and living standards of residents.
In an interview, Mayor Pascual said Lal-loqueños are witnesses to the dynamic development efforts of his administration and of the transparency he has imposed.
"May pa-contest mang ganito o wala ang DILG, simula't sapul naman ay hangad na ng ating administrasyon dito sa Lal-lo ang malinis at patas na pamamahala," Mayor Pascual added.
Pascual acknowledged and lauded the support of employees of the LGU in the implementation of programs, projects, and activities in the Town. Without their assistance, he said, local leaders could not serve his constituents fully.
The local chief executive plans to spend the P1 million cash award for the concreting of Malanao road.
The full disclosure policy is a program of the late DILG Secretary Jesse Robredo to enable LGUs to impose transparency and accountability in all transactions so people will know where the taxes are appropriated and spent.
Secrets of attaining the prestige
According to Ms. Bernadette O. Ferry, Municipal Local Government Operations Officer (MLGOO), aside from posting the 13 fiscal documents, which are updated every quarter, the LGU also conducts evaluation and planning conferences with the heads of all the local departments.
Ms. Ferry likewise mentioned that the all-out support of the Local Chief Executive and the heads of all departments helped a lot in attaining this national award.
“Proper budgeting, auditing, and disclosing of funds created the formula to success. Mayor Anteng Pascual, who is at the helm, indeed makes sure that the taxpayers’ money is used wisely and is disclosed properly to the public,” Ferry added.
“The Seal of Good Housekeeping award is difficult to come by as DILG sees to it that the municipality exemplifies good governance by strictly monitoring the performance of the mayor and his employees,” Mayor Pascual also opined.
Challenge for LGU Lal-lo
Pascual and Ferry said the prestige also connotes a larger and tougher responsibility as the LGU looks forward to winning the SHG Silver this year.
The succeeding award focuses on the accountable, transparent governance, and frontline service performance; hence, LGU Lal-lo gears up by providing more signage, posting copies of citizens’ charters per department, and enhancing bulletin boards for the comfort of the municipality’s clienteles.
DILG officials in the region and province regularly evaluate the colorful and legible display signs posted around the municipal hall.
To comply fully with the requirements for the future award, LGU Lal-lo posts all financial reports, including invitations for bidding, in the internet, specifically in the DILG website so that Lal-loqueños outside the province or even abroad could check the financial status of the municipality.
Ultimately, Mayor Pascual said Lal-loqueños are assured of his office’s full support to attain other municipality’s endeavor.
“Malakas ang pag-asa ng buong puwersa ng lokal na pamahalaan ng Lal-lo na makukuha natin ang Silver SGH...kaya naman hinihimok ko ang lahat ng ating mga officials upang makipagtulungan para sa natatanging pagkilala sa pamamahala sa bayan ng Lal-lo,” Pascual underscored.
Meanwhile, the President of Liga ng mga Barangay, Hon. Florence Oliver B. Pascual, said the barangay officials follow the good governance in LGU and vow their all-out support to the programs of the administration of Mayor Pascual.
First Congressional District Board Member Olive Pascual, former chief executive of Lal-lo, likewise urged people of Lal-lo to work hand-in-hand for this greater challenge.
