Said order declares a closed season which is from October 1 to November 15 of each year, wherein taking of Ludong of any size or by any fishing gear or method is prohibited in Cagayan River, its tributaries, headwaters and watersheds in the Cagayan Valley, and the Abra River Basin System of Ilocos Sur and Abra. It aims to preserve ludong during its spawning period.
The launching commenced through a motorcade from Magapit to Centro. It was followed by the formal declaration of Fish Conservation Week led by Atty. Asis G. Perez, National Director of BFAR at the Holy Cross view deck located at the back of the Sto. Domigo Parish Church.
The program proper followed after wherein over a hundred guests from all over Region 02 attended the event which consisted of participants from national government agencies (NGAs), local government units (LGUs), provincial non-government organizations (NGOs).
Board Member Maria Olivia B. Pascual of the 1st Congressional District of Cagayan welcomed the participants where she expressed her delight that Lal-lo was chosen to be the venue of such prolific venture. She spoke in behalf of Mayor Florante C. Pascual who wasn’t able to attend the event due to prior commitments.
In his message and presentation of BAC 247, Atty. Perez echoed Sec. Alcala’s statement to never take for granted what was given to us by nature so that the next generation would also be able to experience it.
BFAR RO2 Regional Director Jovita P. Ayson assured that the regulation will be strictly implemented with the help of the Central Office and the local government units concerned. An imprisonment of 6 months to 1 year and/or fine of six thousand pesos and forfeiture of catch and fishing gadgets will be imposed to anyone who gets caught violating BAC 247.
